সরকারেরও টাকা ধার করতে হয়, আর সেটা করে দুইভাবে: সাধারণ মানুষের কাছ থেকে সঞ্চয়পত্রের মাধ্যমে, আর ব্যাংক ও প্রাতিষ্ঠানিক বিনিয়োগকারীদের কাছ থেকে ট্রেজারি বিল ও বন্ডের মাধ্যমে।

বিল আর বন্ডের পার্থক্য

বিলে আলাদা কোনো সুদ দেওয়া হয় না। আপনি ৯,৫০০ টাকায় একটা ১০,০০০ টাকার বিল কেনেন, আর এক বছর পর ১০,০০০ পান। ৫০০ টাকাই আপনার আয়, আর সেটা প্রায় ৫.৩% ইল্ড। এই কাঠামোকে বলে জিরো কুপন।
ঝুঁকিহীন হার কেন সবকিছুর ভিত্তি
এই ধারণাটা এই পাঠশালার সবচেয়ে দরকারি ধারণাগুলোর একটা, আর এটা সহজ। সরকারকে টাকা ধার দিলে ফেরত না পাওয়ার ঝুঁকি প্রায় নেই। তাই ওই হারটা হলো সেই ন্যূনতম, যার চেয়ে কম পেলে কেউ কোনো ঝুঁকি নেবে না।
The government has to borrow too, and it does so two ways: from the public through savings certificates, and from banks and institutions through treasury bills and bonds.
This lesson is not important because you will buy a treasury bill, which is not readily available to individuals. It is important because every interest rate in the country is measured from here. Your deposit rate, a bank's lending rate, a company's cost of debt, even a reasonable price for a share, all rest on this one number.

Bills against bonds
The difference is the term and the way interest is paid.

A bill pays no separate interest. You buy a 10,000 taka bill for 9,500 and receive 10,000 a year later. The 500 is your income and it works out to about 5.3%. That structure is called zero coupon.
Why the risk-free rate underpins everything
This is one of the most useful ideas in the whole school, and it is simple. Lending to the government carries almost no risk of not being repaid. So that rate is the floor below which nobody will take any risk at all.

ধরুন সরকারের এক বছরের বিলে ৯% পাওয়া যাচ্ছে। এখন একটা কোম্পানি আপনার কাছে বন্ড নিয়ে এল ৯.৫% এ। আপনি নেবেন না, কারণ মাত্র ০.৫% বাড়তির জন্য একটা কোম্পানির খেলাপি হওয়ার ঝুঁকি নেওয়া অর্থহীন। কোম্পানিকে হয়তো ১৪% দিতে হবে। ওই পার্থক্যটাকে বলে ঝুঁকি প্রিমিয়াম।
শেয়ারের ক্ষেত্রেও একই যুক্তি, কেবল সংখ্যাটা অনিশ্চিত। যদি ঝুঁকিহীন হার ৯% হয়, শেয়ার থেকে দীর্ঘমেয়াদে অন্তত ১৪% থেকে ১৬% আশা না করলে শেয়ারে টাকা রাখার কোনো কারণ নেই। এইজন্যই সুদের হার বাড়লে শেয়ারের দাম পড়ে: ঝুঁকিহীন বিকল্পটা আকর্ষণীয় হয়ে ওঠে।
ইল্ড কার্ভ, আর সেটা কী বলে
বিভিন্ন মেয়াদের সরকারি ঋণের হার একটা রেখায় বসালে যা পাওয়া যায় তার নাম ইল্ড কার্ভ। স্বাভাবিক অবস্থায় এই রেখাটা উপরের দিকে ওঠে: বিশ বছরের বন্ডে তিন মাসের বিলের চেয়ে বেশি হার, কারণ বেশি সময়ের জন্য টাকা আটকে রাখার বাড়তি দাম আছে।
রেখাটা যখন উল্টে যায়, মানে স্বল্পমেয়াদি হার দীর্ঘমেয়াদির চেয়ে বেশি হয়ে যায়, তখন সেটা একটা সংকেত: বাজার মনে করছে ভবিষ্যতে সুদ কমবে, আর সাধারণত সুদ কমে মন্দার সময়। উন্নত বাজারে এই সংকেতটা মন্দার পূর্বাভাস হিসেবে বেশ নির্ভরযোগ্য প্রমাণিত হয়েছে।
এটা আপনার কী কাজে লাগে
তিনটা কাজে। এক, আপনার এফডিআরের হারটা যুক্তিসঙ্গত কি না তা মাপার একটা মাপকাঠি পান: ট্রেজারি হারের চেয়ে অনেক নিচে হলে ব্যাংক আপনাকে কম দিচ্ছে। দুই, শেয়ার থেকে কতটা রিটার্ন আশা করা যুক্তিসঙ্গত তার একটা ভিত্তি পান। তিন, সুদের হারের খবরগুলো হঠাৎ অর্থবহ হয়ে ওঠে, কারণ আপনি জানেন সেগুলো কোথায় গিয়ে ঠেকে।
নিজে যাচাই করুন
Say a one year government bill pays 9%. Now a company offers you a bond at 9.5%. You decline, because taking a company's default risk for half a point is pointless. That company may have to offer 14%. The difference is the risk premium.
The same logic holds for shares, only the number is uncertain. If the risk-free rate is 9%, there is no reason to hold shares unless you expect at least 14% to 16% over the long run. Which is why share prices fall when rates rise: the risk-free alternative has become attractive.
The yield curve, and what it says
Plot the rates on government debt across maturities and you get the yield curve. Normally it slopes upward: a twenty year bond pays more than a three month bill, because tying money up for longer has a price.
When the line inverts, when short rates exceed long ones, it is a signal: the market expects rates to fall, and rates usually fall in a recession. In developed markets this has been a fairly reliable warning.
What this does for you
Three things. It gives you a yardstick for whether your deposit rate is reasonable: far below the treasury rate and the bank is short-changing you. It gives you a base for what to expect from shares. And interest rate news suddenly means something, because you know where it lands.
